Jimmy Glotfelty is a distinguished energy executive with a career spanning over three decades across federal and state government, as well as the private sector. His leadership has shaped major advancements in electric power infrastructure, regulatory reform, and energy innovation.
Most recently, Jimmy served as a Commissioner on the Texas Public Utility Commission, appointed by Governor Greg Abbott in 2021. During his tenure, he led efforts to strengthen the ERCOT system, expand transmission networks, and improve grid reliability. He also chaired the Texas Advanced Nuclear Reactor Working Group, producing a landmark report positioning Texas as a leader in nuclear energy development.
In the private sector, Jimmy has held influential roles including leading the Government Solutions Group at Quanta Services, where he spearheaded a $15 billion initiative to manage Puerto Rico’s power system. As Founder and Executive Vice President of Clean Line Energy Partners, he developed multi-state HVDC transmission projects aimed at integrating renewable energy into the grid, overseeing regulatory strategy, customer engagement, and power sales.
Earlier in his career, Jimmy held executive roles at Calpine Corporation, contributing to natural gas-fired power plant development and permitting across multiple states. At the U.S. Department of Energy, he served as Director of the Office of Electricity and Senior Policy Advisor to the Secretary, where he led national efforts to streamline energy permitting and enhance energy policy. Jimmy has participated in high-level security exercises with DOE, NERC, and national labs, and led a team of over 400 professionals investigating the 2003 Northeast Blackout.

Prior to becoming PUC Commissioner Jimmy Glotfelty’s Chief of Staff, VA worked in state and federal government as well as the private sector for many years. She last worked with Commissioner Glotfelty when they were both on the White House Interagency Task Force on Energy Project Streamlining – he was in the Secretary of Energy’s office, and she was at the White House Council on Environmental Quality during the Bush-Cheney Administration.
She has also worked at the State of Texas TCEQ, Agriculture Department, the State Senate, the Lieutenant Governor’s and Governor’s office. She successfully ran her own legislative and regulatory consultant practice for over a decade, focusing primarily on water, energy, small business, local government, and cultural issues.
She now is a consultant focusing on energy, particularly advanced nuclear, economic development, and community education and outreach on advanced energy projects. She is a graduate of UT Austin’s Plan II Honors Liberal Arts Program.

Adah Marvin serves as Director, Southeast Texas for the Lone Star Infrastructure Coalition, where she supports stakeholder engagement, policy research and regional outreach focused on the infrastructure needs of communities across Southeast Texas.
She works with business, industry and community leaders to help strengthen partnerships and advance informed discussions around the policies and investments needed to support reliable infrastructure.

Kade Wellborn serves as Director, East Texas for the Lone Star Infrastructure Coalition, bringing experience in business development, sales, client relations, and government affairs. At 3R Intel, he was part of a team that helped develop and introduce technology solutions designed to support the communication and engagement needs of organizations and their clients.
Kade previously worked in residential construction sales, where he built strong client relationships and maintained clear, consistent communication throughout the sales and project process.
His interest in public policy grew during an internship with the Texas House of Representatives. In that role, Kade researched legislation, tracked bills and committee activity, assisted with constituent correspondence, and supported communication between Capitol visitors and the Representative’s office.
Kade attended Blinn College and Texas A&M University. He is known for his relationship-driven approach, clear communication style, and ability to connect people with practical solutions.
Lauren brings over 15 years of nationwide public affairs leadership spanning the public, private, and nonprofit sectors. Most recently, as Senior Director of External Communications for Deployed Services and Deployed Resources, she led strategy for high-priority federal initiatives and advised executive leadership on crisis response and business growth.
Her background includes leadership roles as Chief Public Relations Officer for SJRC Texas & Belong, Communications Manager for the San Antonio Stock Show & Rodeo, and Senior Account Executive at K Harvey Brand Partners.
Earlier, she directed communications and campaign strategy for San Antonio City Councilman Mike Gallagher, served as Assistant Vice President of Public Affairs for the Greater San Antonio Chamber of Commerce, and worked on staff for U.S. Representative Lamar Smith and U.S. Senator Kay Bailey Hutchison. A Leadership San Antonio Class 42 alumna, she holds a B.A. from the University of the Incarnate Word and an MPA from Grand Canyon University.
Jaycob Garcia is the Director of Digital Content, where he provides support and substantive direction for the coalition's grassroots digital communications, creative development, website and marketing support, advertising, and reporting.
He provides support on outreach to local, state, and federal elected officials; leads the development of creative materials; and provides strategic counsel on regulatory issues. He has helped develop and grow numerous campaigns and serves as Vice President of Communications for the National Hispanic Energy Council (NHEC).
Prior to joining the coalition, Jaycob served as Campaign Coordinator for Railroad Commissioner Jim Wright; held leadership roles in consulting, state legislative, and federal congressional offices; and has worked on numerous campaigns across the State of Texas.
